The Government of Kenya (GoK) in conjunction with the World Bank is implementing a four-year Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. The Project Implementation Unit (PIU) is established to implement the IFPPP Project and ensure that the operational, safeguards, procurement, disbursement, monitoring, and reporting aspects of the Project are implemented. The PIU is looking for a highly motivated Kenyan to fill the position of Assistant Project Accountant for a period of six (6) months renewable based on performance.

The Government of Kenya (GoK) has received financing from the World Bank towards the cost of the Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. The objective of ths study is to prepare a feasibility study consistent with the PPP Act (2013) to a standard that will enable the Contracting Authority (CA) establish the project feasibility and its optimal technical and operational configuration, as well as the optimum method of procurement, taking into account commercial attractiveness, bankability, affordability, Value for Money and recommend the best PPP model for the procurement of the Project based on an analysis of several alternative technical/project configuration and PPP models, advise the CA on the optimum risk allocation and the resultant contract structure of the Project.

  1. The Government of the Republic of Kenya, through the Ministry of Transport and Infrastructure, represented by Kenya National Highways Authority (KeNHA) a state corporation established under the Kenya Roads Act, 2007 (hereinafter referred to as “the Authority”) hereby invites sealed applications from competent local and international firms or consortia to Pre-Qualify and Bid to design, finance, construct, operate, maintain and transfer the Nairobi-Nakuru-Mau Summit Highway under Public Private Partnership arrangement (“the Project"). The Project consists of widening, improvement, operation and maintenance of various sections of highway between Nairobi and Mau Summit and includes: (i) Widening of 175 km of the A8 highway between Rironi and Mau Summit to become a 4 Lane dual carriageway; (ii) Strengthening of 57.8 km of the A8-South highway between Rironi and Naivasha; and (iii) Operation and maintenance of 12.43 km of the A8 highway between Gitaru and Rironi and 28.6 km of Nairobi Southern Bypass.

    •   At least 5-years relevant experience;

    •   Participated in similar environmental assessment studies in Kenya;

    •   Have robust knowledge of institutional systems for the environmental review and approval of

      development projects in the country;

    •   Special considerations will be given to individuals who have knowledge of the setting of the proposed

      PPP projects and have proven track records on the preparation of World Bank safeguards and environmental sustainability documents;

EoI, Transaction Advisor for 140MW Olkaria Geo-thermal plant through PPP

The objective of the Transaction Advisor (TA) assignment is to assist KenGen with the competitive procurement of a Project Sponsor/Developer for the design, finance, supply, construction, commissioning, operation and maintenance of the 140MW Olkaria VI Geothermal Power Plant through a PPP arrangement. The TA will prepare a feasibility study consistent with the PPP Act, recommend the best PPP model for the procurement, advise KenGen on the optimum risk allocation and the resultant contract structure, develop transaction documents for the procurement and provide transaction advisory support through to financial close of the project.

PPP Petition Committee Guidelines

The PPP Act 2013 at section 67 establishes a Petition Committee to receive and resolve all complaints touching on the procurement of a PPP project in Kenya. As a tribunal, the Petition Committee is bound to observe the rules of natural justice with the view to promoting procedural fairness and transparency, as well as the broad objectives of Article 50 of the Constitution of Kenya.
